Not that I have a problem that, obviously. People have been sharing ideas around in that fashion since the days of Homer. It's not as if the archetype of an indestructable man was all that original back in the '60s anyway. So that creativity is in what is done with the original idea. Long as it deviates enough not to be plagarism then it can't really be objected to.

Fan fiction is different, though - or at least, I think it is. Unless you're making money out of it... Which is wrong, without special permission. Shall I put the shovel down, now?

When a new show (or any media) starts, we sometimes can't help ourselves noticing how similar it is from another show we had seen earlier - especially when it becomes so very obvious (like it seems to be the case here?). It stops being fun (or interesting) and even becomes annoying when you notice that it's TOO similar. For example, years ago, when I saw the movie "Daylight" - starring Sylvester Stallone - I couldn't help notice the similitudes between that movie and the original "Poseidon" movie (YEARS ago, NOT the remake that was done recently). Those who have seen the two movies will understand what I mean: it was NEARLY THE SAME SCRIPT, except they had changed the ship for a tunnel under the sea.
However, you can be original by presenting new twists on already ideas - "The Incredibles" movie is a fine example. Before them, there was another family of super-heroes called "The Fantastic Four" (WELL before the Fantastic Four movie was done. The FF were there BEFORE, that's a fact). Yes, The Incredibles was a fantastic (no pun) movie.
I don't know for that Torchwood series - but quiet frankly, at first glance, my impression is that it's similar. The rest depends on how the story is being developed...

In Captain Scarlet, while we were usually confident Scarlet would be okay, we were never sure he would be able to save the others or stop the Mysterons and that is where the tension occured.
There seems to be a good tie in for Jack to be indestructible but now that character seems to be much more moody (Angel) and much more than he appears (The Doctor).

Another rip off from Scarlet (sorry, did I say rip off? Pardon my political incorrectness, I meant 'coincidental plot device'): in the first episode of Torchwood, we were introduced to another member of the organisation: Suzie Costello, a friend and colleague of Jack. Suzie turned bad and shot herself (bet that smarts). Recently, she was resurrected and had evil intentions. Furthermore, she was indestructible after her revival.
This sounds familliar - naming no names (Captain Black).

Well, Captain Jack returned to Cardiff, so theres the possibility that will be a second series of Torchwood... it may or may not happen but they can if they want to... or if they can think up a storyline.
Probably, end with more 'coincidental plot devices' included into series 2.
You know what Captain Jack said about 'The Face of Boe', well I wonder if that may/could happen to Captain Scarlet
