Captain Black - Input on Doctor Who

As the return of the Master in Doctor Who approaches (two weeks to be exact), I thought it apt to explore how the producers of Doctor Who may have been inspired for the creation of the Master way back in 1971 when the character made his debut.
Firstly, the function of having a one time friend of the hero of the series turning bad to form a nemesis for the character was probably first used as a sci-fi plot device in Captain Scarlet. Four years later, a similar function was used in Doctor Who for the Master, with similar appearace (ie. dark hair, dark clothes, facial hair/stubble).
Also, Captain Black has consistently acted as an agent for a malignant alien race. On numerous occassions, the Master has liased with alien races such as the Nestenes and the Axons.
So is it plausible to suggest that the Master was influenced by Captain Black?
