I haven't seen the car set but I've found a description and a small black and white pic of the box in Dennis W. Nicholson's book 'The Gerry Anderson Memorabilia Guide' (it's on pg 162).
It reads:
Captain Scarlet 21st Century Driving Set. Triang/Rovex UK 1967 No MG5. Two plastic battery powered Spectrum Patrol cars, eight plastic curved track sections, five straight sections, two T intersections (manual fast action auto-switch junction). Vehicle bodies clip onto one of the two supplied chassis with the electric motor and batteries. Boxed set size 430mm x 360mm.
Dennis's book was published in 1994 and his suggestions for its value at that time were:
Good condition (played with, odd bit missing, slightly worn etc) - $220 US
Very Good condition (suitable to put on display, original box etc) - $350 US
